Four ways an amendment can be proposed and ratified are if Congress propoeses a 2/3 vote in both houses and then either is ratified by the state legislatures of 3/4 (38) of the states. Or if it is ratified by conventions held in 3/4 (38) of the states.
Or a national convention called by Congress requests an amendment by 2/3 (34) of the state legislatures. Then it can either be ratified by 3/4 of the state legislatures or it can be ratified by conventions in 3/4 of the states.

The amendment process reflects the idea of democracy because it goes through all the
stages in government from state to national and the people have a say.
